WASHINGTON (Reuters) - The U.S. Department of Defense approved up to $10.7 billion in arms sales for Iraq over the past week, including a $2.16 billion sale of M1A1 Abrams tanks built by General Dynamics Corp.

Is it just me or does it kind of seem wrong to lumber Iraq with $10 billion of debt on top of everything else and isn't it a bit wrong to be both the seller and the one who effectively decides to make the purchase (but not pay the bill)?
